Questions and Answers

 

1. Is the 5% maximum for volunteer time non-employees considered to be a part of the “in-kind” or part of the general match? The 5% maximum for volunteer time non-employees can be considered part of the general match, i.e., an addition to the “in-kind”.

2. Should the time of the Organizational Functional Analysis project advisory committee be counted as volunteer time? The time contributed to the project by the work of the advisory committee members can be included as match, up to 5% of the total match requirement.

3. What costs are considered “In-Kind”? As provided for in the Office of Management and Budget Circular A-110 (Subpart C – Post Award Requirements, .23 Cost sharing or matching), values for recipient contributions of services and property that are necessary and reasonable for the proper and efficient accomplishment of project or program objectives can be accepted as match. Such contributions could include volunteer services furnished by professional and technical personnel, consultants, and other skilled and unskilled labor of the recipient or an employer other than the recipient; donated supplies such as expendable equipment, office supplies, laboratory supplies or workshop and classroom supplies; or donated use of space or buildings. Please refer to the identified section of the OMB Circular A-110 for the specific requirements relative to cost sharing and matching.

4. Can a reduction in billing rate be considered as match? For example, if we charge 2/3 of our normal billing rate, will this count toward the 1/3 match? Yes.

5. Can we count on having some time at the March and June FDDC quarterly meetings to get input from the Council members on initial conclusions and recommendations? Proposals can include plans for presentations/solicitation of input at the March and/or June FDDC quarterly meetings. Actual time of the agendas will determined by the Council Chair.
