2009 Legislative Summary

Support the Use of Alternative Revenue Sources to Fund Human Services Programs
The FDDC is urging lawmakers to begin using alternative sources of revenue, such as elimination of certain tax exemptions and subsidies, and closing tax loopholes for big corporations, as realistic methods for funding human services programs.

Support Work Incentive Medicaid Coverage: Insuring Health Care Access for Persons with Developmental Disabilities
The Florida Developmental Disabilities Council, Inc. (FDDC) supports a Work Incentive Medicaid Coverage Program that allows individuals the ability to work, keep vital health coverage and lower the dependence on government assistance.

Support Revisions to the Developmental Disabilities Waiver Services Programs
The FDDC supports modifying or eliminating the tiered waiver system, and funding current consumers and the waitlist using a valid assessment process.

Protect Early Steps, Florida’s Part C Program
The FDDC wants to protect funding to the Part C Early Intervention program to effectively serve all children with a developmental delay or those who are at risk of developing one.

John M. McKay Scholarships for Students with Disabilities Program
Support medically necessary flexible schooling hours for children with disabilities through the McKay Scholarship.

Exceptional Student Education Guaranteed Allocation
Keep the Exceptional Student Education Guaranteed Allocation for the students who need these services to succeed in the classroom.

Provide Safe Guidelines for Restraint of Children and Eliminate Seclusion and Prone Restraint as a Form of Discipline
The Council strongly supports the development and implementation of statutory authority that will provide for the safety of students with developmental disabilities while simultaneously offering school personnel clear and unambiguous regulations on the use of restraint and seclusion.

Employment First
Create a system where integrated, gainful employment is the first option available for all individuals with developmental disabilities.
