Rulemaking

The Rule Making Process is a very important part of Public Policy. After legislation is passed, rules are made to implement the statutory change and to implement any new statute that has been passed by the legislature.

Working with state administrators to develop rules to implement public policy and monitoring their implementation of new policies is a critically important part of advocacy.

An Admin istrative Rule can be thought of as a standard, guide, regulation or instruction of general applicability which is established to implement or enforce provisions of a statute administered by the Department.

According to Florida 's Rule Making Handbook [PDF] "In order to carry out the laws enacted by the Legislature, government agencies adopt legally binding rules. Rules are a road map for dealing with government, providing a path to the desired destination and conditions under which the trip must be made. Rules are intended to facilitate the governmental process, level the playing field, and protect the rights of all."

The Florida Developmental Disabilities Council will keep part of our web site open to alert you on upcoming rule opportunities for public comment and information .We will post rules for DOE, DOH, AHCA, APD, DCF and the Department of Elder Affairs that are generally in line with our legislative priorities and/or our state plan.

We will highlight Rules that we think are very important by sending the notice to our mailing lists.
