JULY 24, 2009 MEETING UPDATE
To everyone who attempted to call in to the first meeting of the Alternative Residential Options Work Group meeting (Friday July 24th), please accept our apology if you were unable to hear the meeting discussions and offer public comment via the phone. We will have this technical problem resolved by the August meeting so that all interested parties will have an opportunity to participate in the process.

ALTERNATIVE RESIDENTIAL OPTIONS WORK GROUP
On June 12, 2009, the Florida Developmental Disabilities Council approved funding for an Alternative Residential Options Work Group.
Need for the Initiative
The discussions surrounding Planned Residential Communities during this past session has raised a number of issues for the Council, individuals with developmental disabilities, families and other developmental disabilities advocates. We have heard the concerns regarding the isolation and loneliness that individuals with developmental disabilities experience and the inadequate oversight and security available through an independent living setting. This issue has caused the Council and many in the developmental disabilities community to reflect on our current system and available living arrangements. The Council and the DD community need to re-think how we address these issues. A workgroup will be formed to do the following:
• Gain an understanding of the issues/problems individuals with developmental disabilities and families are facing as it pertains to their living arrangements.
• Gain an understanding of what individuals with DD and families like and do not like about the current living arrangement options in Florida.
• Educate each other about the current living arrangement options available.
• Explore the living arrangements used in other states, particularly those where individuals with developmental disabilities are receiving Home and Community Based Services Waiver funds and including planned residential communities.
• Identify residential options, including but not limited to planned residential communities, that address the issues/problems raised while maintaining all the values emphasized in the DD Act.
Description of the Initiative
The goal of this initiative is to determine the degree to which the available living arrangements in Florida are meeting the needs of persons with developmental disabilities, to determine what modifications are necessary to address the key issues for safe and quality options for residential options for persons with developmental disabilities, and to develop consensus, to the extent possible, on legislation that provides alternative residential options that address the needs and key issues, while maintaining all the values emphasized in the Developmental Disabilities Act.
This project will utilize a work group of individuals representing the diverse views on this issue to provide an avenue for understanding all sides of the issue and an opportunity to develop consensus. This project will also provide for research on the various living arrangements used in Florida and other states, and the conditions that must be met for the Home and Community Based Waiver to provide funding for residential programs. This research will be used by the Council and the workgroup to identify and, to the extent possible, reach consensus on alternative residential options that would address the issues raised, from which legislative language would be developed for the 2010 session.
The work group would consist of individuals with developmental disabilities and families representing diverse views and different players in the system, such as service provider organizations, APD, AHCA, Family Care Council, and advocacy organizations. This work group will lay the groundwork for issues that individuals with developmental disabilities and families are experiencing, assist in identifying living arrangements that should be explored, use the research obtained to identify viable living arrangement options. The work group will meet four times, once each month from July through October.
A preliminary outline of the focus of each of the work group meetings is as follows (note; this is subject to revision)
• July Meeting: (Embracing the problem/ laying the groundwork)
o Tell your own story/understanding the human element
o Identify the issues/problems pertaining to living arrangements
o Gain a common understanding about what is and is not available currently
o Gain an understanding about what individuals and families like and do not like about the current living arrangements in Florida
• August Meeting: (Learning about the different living arrangements across the nation)
o Panel of Experts (via phone)
Panel members would present information about the different living arrangements they are familiar with, including the pros/cons and costs (particularly ask them to include planned communities)
o Questions/answers of panel
o Identify living arrangements/components to explore more ( including how these living arrangements/components address the issues/problems in Florida)
• September Meeting: (Presentation of additional information and discussion of application to Florida)
o Presentation of additional information obtained as identified by the work group (as well as other information determined important)
o What does this tell us for Florida
o Given this information, what are options for living arrangements for Florida, including options for planned communities.
o What would these options look like
• October Meeting: (Details of living arrangements and final consensus on bill language)
o Discuss specifics relative to living arrangement options
o Reach consensus on living arrangements to move forward
o Reach consensus on parameters or requirements that need to be delineated
o Reach consensus on draft bill language
Additional Information
• A summary of each work group meeting and analysis of the results of the meeting will be prepared.
• National experts will be interviewed to determine the array of living arrangements available in other states and compare with the services available in Florida.
• New trends in living arrangements used in other states will be determined and a description of the models, issues related to their use, and funding options will be prepared.
• The conditions that must be met for the Home and Community Based Waiver to provide funding for residential programs will be researched.
• Examples of living arrangements that address the issues identified in the work group will be researched and a report prepared.
• Other issues identified by the work group will be researched.
• A summary report of the work group meetings, research findings and recommendations will be prepared.
• Assistance with travel costs for individuals with developmental disabilities and families to serve on the work group will be provided.
