Questions and Answers for RFP 2010-IP-100 (1st Qtr)

1. Is there a cure period?

There is no cure period as such in the contract. However, the two paragraphs below will appear in all of the Council’s cost reimbursement contracts to deal with the quality of deliverables and services expected by the Council:
In the event that the quality of the deliverable submitted by the provider is insufficient, that the services are not provided as stipulated in Attachment II, or there is a violation of any provision of this contract, the program manager will provide a notice, in writing, stipulating the corrective action(s) to be taken by the provider. This notice will be sent to the provider, by certified mail, and the provider will have fifteen (15) days, after receipt of this notice, to submit the corrective action(s) for reconsideration.
The Council reserves the right to authorize payment in an amount that is less than the amount stipulated in the payment schedule, when the Council determines that the quality of the corrected deliverable submitted by the provider is insufficient, that the services are not provided as stipulated in Attachment II, or there is a violation of any provision of this contract. Reduced payment options will be negotiated on a case by case basis and the Council reserves the right to final approval of payment.

2. Are contractual positions considered direct service costs or personnel?

Direct service costs are separated out into categories such as facilities, materials, and personnel. Contractual positions, therefore, would be considered as part of the personnel category and not listed as direct service costs.

3. Do the non-funded proposals from each quarter roll over to the next quarter?

Non-funded proposals do not automatically roll over to the next quarter.

4. Can an agency submit a proposal in more than one quarter?

Yes, a proposal may be resubmitted in a subsequent quarter.
