Development of Plan for Managed Care for Individuals with Developmental Disabilities
The Appropriations Bill includes proviso language (235 special categories home and community based services) for the development of a plan for providing services for individuals with developmental disabilities through a managed care system. It appears that such a plan would move the Developmental Disabilities Home and Community Based Waiver services into a managed care arrangement.
It is the position of the Florida Developmental Disabilities Council that the iBudget is the system that should be utilized for delivery of developmental disability services. The iBudget is designed to provide the Agency for Persons with Disabilities with a managed care framework that is strengthening their fiscal and operational control to ensure that spending in within the legislative appropriation. We are concerned that managed care options may further cut services and reduce the ability of individuals with developmental disabilities to live in the community.
Stakeholders for those with developmental disabilities were surprised that this language appeared during the last day of the HHS/Healthcare budget conference process and was quickly accepted.
The Council will be contacting Senator Negron, Representative McKeel, Speaker of the House Weatherford, and Senate President Gaetz to request that they remove this language and associated funding from the budget.
